WCPFC5 agreed to adopt the Guidelines for CCMs Part 2 reports (WCPFC5-2008/IP-07, Appendix B) which includes inter alia that CCMs provide in Annual Report Part 2
summary information on seagoing patrols and aerial surveillance in areas beyond national jurisdiction.      Article 5 - Principles and measures for conservation and management In order to conserve and manage highly migratory fish stocks in the Convention Area in their entirety, the members of the Commission shall, in giving effect to their duty to cooperate in accordance with the 1982 Convention, the Agreement and this Convention: (j) implement and enforce conservation and management measures through effective monitoring, control and surveillance.
